GSA Unpauses Solicitation for Polaris IT GWAC Small Business Pool

The General Services Administration has reissued a request for proposals for the small business pool of the Polaris governmentwide acquisition contract for information technology products and services after integrating changes to submission requirements for relevant experience concerning mentor-protege arrangements and joint ventures.

The updated RFP states that the protege must present a minimum of one emerging technology experience project or primary relevant experience project and the mentor should provide no more than three primary relevant experience projects, according to the solicitation published Thursday.

Companies seeking to propose as a Small Business Administration mentor-protege arrangement should submit proof of SBA approval of such an arrangement. Failure to comply will result in their offer being rejected.

Joint venture offerors should submit a separate attachment outlining the qualifications held and the work performed individually and as a team.

“If any partner or the joint venture itself has no previous work done or no qualifications held, this should be stated within the submitted Attachment J.P-7, Joint Venture Work and Qualifications,” the solicitation reads.

GSA will accept questions on the RFP through July 12.

The agency has opened the Polaris Submission Portal and will accept offers from small businesses until Aug. 10.

In March, GSA issued solicitations for small business and women-owned small business pools of Polaris but decided to pause the RFPs in April to pave the way for an assessment following receipt of feedback regarding the evaluation of joint ventures under the contract.
