The General Services Administration is soliciting industry feedback on draft language outlining changes to the requests for proposals for the small business-focused Polaris governmentwide acquisition contract for information technology products and services.
The draft language makes clarifications to Small Business Administration mentor-protege arrangements and joint ventures, according to a notice published Friday.
Under the proposed amendment, the protege must present a minimum of one emerging technology experience project or primary relevant experience project and the mentor should provide no more than three primary relevant experience projects.
GSA is asking joint venture offerors to submit as a separate attachment a written narrative outlining the qualifications held and the work performed individually and as a team.
“If any partner or the joint venture itself has no previous work done or no qualifications held, this should be stated within the narrative,” the draft language reads.
The agency expects the final amendment to be issued in June and moved the deadline of proposals for both pools from May 13 to June 30.
GSA said the opening of the Polaris Submission Portal remains on hold and that it will set a new closing date while considering the total number of days paused.
