GSA Names 17 Additional Apparently Successful Offerors for Polaris SDVOSB Pool

The General Services Administration has released its second preaward notice identifying an additional 17 apparently successful offerors, or ASOs, for the service-disabled veteran-owned small business, or SDVOSB, pool of the Polaris governmentwide acquisition contract, or GWAC, for IT products and services.

According to the notice published Tuesday on SAM.gov, GSA said it will only consider protests challenging the size and status of the listed offerors at this time and will refer them to the Small Business Administration.

What Is Polaris GWAC?

Polaris is a small business GWAC vehicle that seeks to provide federal agencies with a platform to acquire artificial intelligence, robotic process automation, information and communications technology, IT security, software development, systems design, blockchain and other emerging technologies and IT services from vetted small businesses to meet their tech requirements.

The contract has four set-aside pools: small business; WOSB; Historically Underutilized Business Zone, or HUBZone; and SDVOSB.

With Polaris, GSA intends to broaden the industry partner base, simplify proposal submission requirements, provide greater access to emerging technologies and improve the customer experience.

In September 2022, GSA sought proposals for the Polaris IT GWAC SDVOSB pool alongside the contract vehicle’s HUBZone track. 

What Are the Previous SDVOSB Awards Under Polaris GWAC?

In November, GSA announced 23 successful offerors for the SDVOSB pool as part of Polaris Phase 1 contract awards. This followed the agency’s publication of the initial list of ASOs in August 2025.

The agency added one successful vendor in December and three more successful offerors to the SDVOSB pool in January.

GSA said Polaris SDVOSB awards are being made using a phased award approach in accordance with the solicitation’s evaluation process. The agency added that assessment of remaining proposals will continue and that offerors not included in the current phase remain under consideration.
