ACT I said Monticelli will lead efforts to boost operating performance and transform the program management function at the company.
“His experience includes management of over 150 personnel with key oversight responsibilities of technical staff in the Italian air force and for 10 years, successfully supporting the Department of Defense‘s F-35 Joint Strike Fighter program office,” said ACT I CEO Michael Niggel.

Niggel added Monticelli will support ACT I’s delivery of total acquisition management services to DoD, federal, international and commercial clients.
Monticelli oversaw more than 20 defense services suppliers and technical experts as the manager in charge of subcontractors and the Alion team working on the Secretary of the Air Force Technical and Analytical Support contract for the F-35 program.
He is a retired colonel who served with Italy’s air force for 18 years.
Monticelli also worked as director of the Italian defense contract management agency and defense contract auditing agency, where he headed more than 60 civilian and military personnel and three subordinate organizations that handle domestic and international contract management functions.
