The Federal Emergency Management Agency has released a solicitation for the follow-on Public Assistance – Technical Assistance Contract vehicle to provide contractor personnel that could support FEMA’s public assistance activities during presidentially declared disasters and emergencies.
FEMA will create four geographic zones and intends to competitively award an indefinite-delivery/indefinite-quantity contract for each zone under the PA-TAC V vehicle, according to the solicitation notice published Friday.
The Atlantic zone covers FEMA Regions 1 and 2 and the East zone includes Regions 3 and 4. Central includes FEMA Regions 5,6 and 8 and West covers Regions 7, 9 and 10.
The IDIQ contracts for Atlantic and West zones are valued at approximately $577.2 million, while the contracts for East and Central are worth $570.3 million.
The agency expects the selected vendors to provide site inspection; field technical services; program delivery manager support; technical support for the PA Community Disaster Loan program and development of equipment rates, program analysis and support; and appeals, audits and arbitration support.
FEMA Headquarters will also require technical assistance for national-level PA mission support tasks, such as planning, training, updating equipment rates, project management and delivering services related to feasibility studies, analyses and strategy options to be used by the agency’s personnel.
