Payne previously served as the MHS Genesis functional champion for the Defense Health Agency, where he oversaw enterprise data governance and information management functions associated with the Pentagon’s EHR modernization project.
He came to DHA in June 2018 as assistant director of combat support agency. Before that, he worked at USAF in various leadership roles such as command surgeon of Air Mobility Command and commander of the AF Medical Operations Agency.
