The Department of Homeland Security’s Science and Technology Directorate is planning to compete a scientific and technical support services contract with an estimated value between $50 million and $100 million.

What Is the Scientific & Technical Support Services Requirement?
According to an entry in DHS’ Acquisition Planning Forecast System published Tuesday, the requirement seeks a contractor to provide professional scientific and technical support backed by sufficient expertise and operational experience for the S&T Directorate, with work to be performed in Washington. The work will span research, development, test and evaluation activities along with other operational and programmatic initiatives.
How Does DHS Plan to Award the Contract?
DHS expects to release the solicitation on Oct. 1, with an anticipated award in the second quarter of fiscal 2027. The contract is expected to run through Feb. 2, 2030.
The requirement will be competed through the General Services Administration’s One Acquisition Solution for Integrated Services Plus, or OASIS+, contract vehicle. The planned time-and-materials contract is open to full competition and carries no small business set-aside designation.
What Other DHS Procurements Are Planned?
The planned procurement follows other DHS support services acquisitions announced this year. In June, the Coast Guard disclosed plans for a potential $100 million program management support contract to assist its Deputy Commandant for Systems organization with modernization, strategic planning, systems integration and organizational transformation efforts. The opportunity is also expected to be competed through the OASIS+ contract vehicle.
DHS components have also announced other professional services requirements. USCIS unveiled plans for a potential $100 million biometrics and identity IT support contract to support data analytics, biometrics, machine learning and identity management capabilities, with an anticipated award in fiscal 2027.
CISA separately disclosed plans for a potential $100 million cyber technology services contract to support threat-hunting operations, incident response, cybersecurity engineering and security operations activities.
