The Department of Homeland Security has released a presolicitation notice for the third iteration of a program that covers commercial services and offerings to meet component and departmental service needs in support of DHS mission objectives.
According to the draft request for proposal on SAM.gov, the Program Management, Administration, Clerical and Technical Services III acquisition vehicle will be used to procure services in three functional categories: administrative and general management consulting services; office administrative services; and engineering services.
The upcoming departmentwide, indefinite-delivery/indefinite-quantity contract will be a set-aside for service-disabled veteran-owned small business, women-owned small business, historically underutilized business zones and 8(a) businesses.
PACTS III will have a three-year base period and a ceiling amount of 5.6 billion, if all four options to extend performance are exercised. The first three options will add two years each while the fourth option will stretch the program into a 10-year procurement effort.
Services will be determined at the task order level.
Interested parties have until March 21 to submit responses to the draft RFP.
