According to a SAM.gov notice published Thursday, DCSA said it will accept questions and feedback through its Office of Small Business Programs until Sept. 30, 2027.
The agency said the forecast serves planning purposes only and does not represent a presolicitation, request for proposal or bid. DCSA added that it will decide on the extent of competition, potential small business set-asides and estimated values once it finalizes each requirement.
What Is the Largest Contract in DCSA’s FY27 Forecast?
DCSA’s investigative search branch plans to recompete a contract for entity vetting support related to foreign ownership, control or influence and Section 847 of the Fiscal Year 2020 National Defense Authorization Act. The requirement has an estimated value of $400 million to $500 million, including base and option years.
Bluehawk is the incumbent. DCSA expects to release the solicitation in the first quarter of FY27 and make the award in the second quarter.
The agency listed the set-aside status, contract vehicle and award length as to be determined for this and all other requirements in the forecast.
What Other DCSA Solicitations Are Expected in Q1?
DCSA anticipates releasing solicitations for four other requirements in the first quarter of FY27:
- DCSA’s acquisition and technology procurement solutions directorate plans to recompete a contract for support that helps agency contracting officer’s representatives rapidly onboard contractor personnel under agency staffing contracts. The requirement has an estimated value of $5 million to $10 million, with Techniko as the incumbent and the award expected in the first quarter.
- DCSA’s Equal Employment Opportunity Office intends to recompete a contract for complaint management services, including counseling, investigations and final agency decision writing. The effort has an estimated value of $750,000 to $2 million, with ScribeDoc.com as the incumbent and the award expected in the first quarter.
- The Equal Employment Opportunity Office also plans to recompete a shuttle bus service contract for the agency’s facility in Boyers, Pennsylvania, covering an ADA shuttle bus and a larger school bus. The requirement has an estimated value of $100,000 to $250,000, with Iron Mountain Information Management as the incumbent. The Logistics Management Office supports half of the effort from 2026 onward.
- The counterintelligence branch plans to recompete a contract for Authentic8 managed attribution tool licenses to support counterintelligence work. The requirement has an estimated value of up to $2 million, with Four as the incumbent and the award expected in the second quarter.
What DCSA Contract Is Planned for Q2?
DCSA plans to release a solicitation and make an award in the second quarter for Microsoft Unified Support. The service gives the agency direct access to developers of Microsoft proprietary products, with digital advisers, engineers, consultants and support professionals providing tier 3 and tier 4 technical support.
The recompete has an estimated value of $250,000 to $750,000. New Tech Solutions is the incumbent.
What DCSA Contracts Are Planned for Q4?
DCSA expects to release solicitations and make awards for two requirements in the fourth quarter of FY27.
The agency plans to recompete a contract for Red Hat Enterprise Linux perpetual software licenses. The requirement has an estimated value of $750,000 to $2 million, with Emergent as the incumbent.
The Logistics Management Office intends to issue a new award for safety technician and industrial hygienist contractor personnel, with an estimated value of $750,000 to $2 million.
What Other Contracting Moves Has DCSA Made This Year?
The FY 2027 forecast builds on several DCSA acquisition actions this year. In July, the agency approved a plan to consolidate three support contracts under a future Business Operations Support Services competition, combining work currently performed by SAIC, The Prospective Group and OCT Consulting.
DCSA has also awarded major support work. ASRC Research and Technology Solutions won a $494.4 million IDIQ contract to support the agency’s Case Processing Operations Center, and in September, Empower AI secured a potential $205.1 million task order for enterprise IT customer support services.
To widen the small business supplier base, DCSA also joined the Department of War’s Mentor-Protege Program, which pairs small businesses with established contractors.
