CBP Seeking Industry Partner for $100M Design, Construction Contract to Upgrade Facilities

CBP’sThe Department of Homeland Security’s Customs and Border Protection plans to issue a firm-fixed-price, indefinite-delivery/indefinite-quantity contract valued at up to $100 million for design and construction services at multiple sites across California, Texas, Michigan, New York and Washington.

CBP will issue an official proposal solicitation on or around Dec. 12, with contract award expected in the third quarter of fiscal 2026, according to a notice posted on the agency’s Acquisition Planning Forecast System, or APFS, Friday.

The effort supports the execution of CBP’s mission to secure the nation’s borders.

What Will the Contract Cover?

Work on the contract will include the provision of tools, supplies, equipment and labor required in facility construction, renovation and upgrades, repair, and maintenance. The selected contractor will also be responsible for project management, programming and concept development, site surveys and investigation, building information modeling, and historical preservation considerations.

All design-build construction projects must be carried out in compliance with applicable federal, state and local laws and regulations.

The anticipated period of performance is up to five years, starting on March 16, 2026, and ending on March 15, 2031, if all options are exercised.

Interested parties may submit their capability statements until Nov. 5.
