Before joining BGS, Boucher was with CACI International as VP of business development for the business and IT sector. In this role, he supervised the growth of the company with a focus on IT infrastructure modernization, operations and sustainment, application development and business process services. His other responsibilities included strategic planning, target identification and prioritization, capture strategy development and implementation, proposal management and B&P/IR&D resource management.
Boucher started his industry career with IBM as senior managing consultant and deputy program manager. He then moved to Booz Allen Hamilton and served as senior associate for portfolio management. Boucher also spent over five years at Northrop Grumman as senior director of business development.
He also worked as VP for defense growth at the former CSRA company for three years before moving to Vectrus to be the defense and aerospace contractor’s VP of business development for IT, network communications and intelligence.
A retired officer of the Quartermaster Corps, Boucher spent over two decades in the U.S. Army.
