The U.S. Army has begun to solicit feedback from potential offerors on a draft performance work statement to inform the development of a request for proposals for a multiple-award contract for unified network operationssupport.
The military branch plans to launch a competition for an indefinite-delivery/indefinite-quantity contract for engineering, software development, design, configuration management, troubleshooting, integration and testing, logistics and other technical services to meet its UNO requirements, according to a request for information published Jan. 11.
The Army expects the UNO program to provide the capabilities to perform Department of Defense Information Network operations functions, integrate data, ensure network availability and freedom of maneuver within the cyber domain to enable operational commanders to carry out multidomain operations and deliver a suite of software and hardware while adopting zero trust principles.
Interested stakeholders should state in their responses their experiences in supporting artificial intelligence, machine learning and modeling and simulation technologies to simplify operational tasks; maintaining continuous software development and integration process while meeting emerging requirements; and implementing automated testing across the DevSecOps pipeline.
The service also wants information on potential vendors’ experience in delivering modular and fully integrated products with a modular open systems architecture, building integrated architecture using GraphQL and microservices, implementing digital engineering concepts and developing training support packages for the government with existing software releases.
