Army Issues Draft RFP for $371M Facilities Support Services Contract

The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center, or CEHNC, has issued a draft request for proposal for a proposed $371 million multiple award contract supporting the Initial Outfitting and Transition, or IO&T, program.

According to the pre-solicitation notice posted on SAM.gov Tuesday, the potential firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award task order contract, or MATOC, aims to support the construction of new healthcare and dental facilities along with research laboratories. The IO&T Facilities Support Services IV contract will have a period of performance of seven years with a base ordering period of 36 months and two 24-month option periods.

Interested vendors have until March 19 to submit their responses.

What Is the Initial Outfitting and Transition Program?

The IO&T program is designed to facilitate military healthcare and renewal projects through the procurement of services and equipment. This ensures operational readiness and mission support to the Military Health System and Defense Health Agency.

The selected contractor is expected to deliver services such as project management, interior design development, transition and relocation planning and equipment planning, purchasing and warehousing.

The contract will support construction and renovation projects at different locations in the contiguous U.S., including Alaska and Hawaii, as well as Belgium, Cuba, Germany, Japan, Netherlands, Poland, Qatar, Republic of Djibouti, Republic of Korea and the United Kingdom.
