Army Begins Market Research for Financial Improvement Program

The U.S. Army is seeking information on commercial entities with the capability to deliver audit infrastructure and support to the Army Financial Improvement program.

Army Contracting Command launched market research to identify companies that could offer personnel equipment, supplies, facilities, transportation, tools, materials, supervision, other items and non-personal services for the program.

A notice posted Wednesday on SAM.gov states that interested parties should submit capability statements describing their prior audit experience and familiarity with the Defense Department’s business processes.

The Department of the Army established the AFI program to enhance the accountability, risk management, financial reporting and audit remediation areas of all major commands across the service.

The sources sought notice signifies the transitioning of the program from a discovery phase to an audit response, remediation and sustainment-centric program.

ACC will decide on whether to launch a full-and-open competition or to compete the program as a set-aside for small businesses based on the responses, which are due on Jan. 5.

Ernst & Young is currently supporting the branch’s financial operations under a potential $638.2 million contract.
