Arlington Forms GovTech Platforms Provider Neumo

Private investment firm Arlington Capital Partners has established Neumo, a company that offers a suite of cloud-based platforms meant to help governments modernize operations and improve the quality of services and interactions with their communities.

Arlington said Wednesday it formed Neumo by merging Avenu Insights & Analytics and Intellectual Technology Inc., or ITI, with the newly acquired GovOS.

Driving Government Modernization Through Neumo’s Cloud-Based Tools

Paul Colangelo, most recently CEO of Avenu, will oversee Neumo as CEO. He will be joined by key members of GovOS and ITI leadership teams.

“Governments of all kinds face growing challenges related to budgetary pressures, workforce dynamics, and heightened expectations for ease of access to government services,” said Colangelo.

“With the combined resources of Neumo, we can transform how governments deliver for the people and businesses they serve, all at scale. Every touchpoint with the community matters, and Neumo will continue to partner with our customers and innovate in ways that enhance those interactions, anytime, anywhere,” he added.

Centreville, Virginia-based Neumo supports over 4,500 government customers across North America through its cloud-based tools for public administration, judicial, revenue compliance, DMV and integrated payments. The company helps federal, state and local government agencies transform manual tasks into streamlined processes to facilitate interactions with the communities they serve.

Propelling Governments Forward Via GovTech Platforms

“Communities need modern governments capable of meeting them wherever they are, with digital technologies people have come to expect and rely on when accessing services,” said Michael Lustbader, a managing partner at Arlington Capital Partners.

“Neumo meets this moment by bringing together excellence across a full suite of complementary GovTech software solutions that propel governments forward, while prioritizing user-friendly functionality that powers widespread adoption. Our experience in the sector reinforces our conviction in the opportunity to scale innovative GovTech platforms like Neumo, and we look forward to working with the entire Neumo team through this next stage of growth,” added Lustbader, a 2025 Wash100 awardee.
