AFRL Solicits White Papers for Potential $100M Signals Intelligence Tech Development BAA

The Air Force Research Laboratory has started seeking white papers for a potential five-year, $99.9 million broad agency announcement to research, develop and test signals intelligence and cyber technologies that could enable warfighters to make informed decisions to mitigate tactical threats and ensure dominance on the battlefield.

The SIGINT Solutions for Evolving Scenarios BAA seeks emerging capabilities to enhance tactical data collection, geolocation, identification, simulation, analysis and reporting in support of the Intelligence Community and provide signals and network intelligence sources worldwide with situational awareness, according to a presolicitation notice published Monday.

Information extraction, signal processing and automation enhancements are the BAA’s three technology areas.

The BAA also intends to advance research into algorithms and techniques that “provide the identification, collection, processing, and exploitation of electronic communication signals in a moderate to dense co-channel environment with potentially significant Doppler effects,” the notice reads.

AFRL anticipates multiple awards in the form of procurement contracts, other transaction agreements or grants and cooperative agreements under the BAA, which will run through Sept. 25, 2028.

The Air Force plans to obligate $750,000 in funding for FY 2024, $25 million for FY 2025, $25 million for FY 2026, $25 million for FY 2027 and $24.15 million for FY 2028.

For FY 2024, interested vendors should submit white papers through Nov. 15.
