CGI Names Tim Hurlebaus President, CEO

CGI has appointed Tim Hurlebaus as president and CEO, succeeding François Boulanger, as the company positions for continued growth in artificial intelligence-driven digital transformation and mission technology services.

Hurlebaus, who also joins CGI’s board of directors, most recently served as president and chief operating officer, overseeing operations throughout the United States, United Kingdom and Australia — regions that account for nearly half of CGI’s annual revenue, the IT and business consulting firm said Tuesday.

Who Is Tim Hurlebaus?

Hurlebaus, a four-time Wash100 Award recipient, joined CGI more than two decades ago as a developer and consultant and went on to lead business operations across the U.S., Europe and Asia. Before becoming COO in 2024, he led CGI’s U.S. commercial and state government business and previously served as president of CGI Federal, overseeing programs supporting civilian, defense and intelligence agencies.

“Today, powerful technologies such as AI are creating significant opportunities to help clients drive step-change transformation,” said Julie Godin, executive chair of CGI’s board. “Tim has the leadership track record as well as the combination of industry knowledge and technology expertise in client delivery that will guide CGI’s growth in this AI-first era.”

During his tenure at CGI Federal from 2015 to 2021, Hurlebaus led a workforce of more than 6,000 professionals delivering systems integration, cloud, managed IT and mission support services to federal customers.

“Clients have trusted CGI to deliver their most complex, mission-critical projects,” Hurlebaus said. “In the AI era, this heritage of trust matters more than ever as we help clients turn the promise and potential of technology into tangible business results.”

Earlier in his career, Hurlebaus held leadership roles at American Management Systems and Touchstone Consulting Group, supporting IT systems integration, enterprise planning, strategic consulting and government modernization initiatives.

What Did Boulanger Say About the Transition?

“It has been an honor to lead CGI and represent the world-class work of our talented team,” Boulanger said. “Tim is a fantastic leader and I am confident that he will continue to build on our strong and resilient foundation while leading the team to the next phase of growth and global market leadership.”

Boulanger is retiring after nearly 40 years in the IT services industry, including three decades at CGI. He previously served as the company’s chief financial officer and COO before becoming CEO.
