The Federal Aviation Administration has awarded a potential five-year, $437.4 million contract to ASRC Federal Advanced Research to provide second-level engineering services supporting the National Airspace System.
Awarded on Tuesday as an 8(a) set-aside, the contract consists of a one-year base period followed by four one-year options. The award details were made public in a SAM.gov notice on Wednesday.
What Is the Scope of Work?
According to the statement of work posted on the site in December 2025, the contractor will support the FAA’s Operations Support Second Level Engineering groups, which provide technical expertise for NAS systems and equipment. The SLE organization addresses engineering and operational needs tied to aircraft guidance, surveillance and related infrastructure systems that impact flight safety.
The contract requires ASRC Federal’s subsidiary to provide engineering, technical and administrative personnel to support NAS systems.
What Types of Engineering Support Are Included?
The contract covers a broad range of second-level engineering functions, including:
- Engineering studies and prototype development for NAS system modifications
- Hardware and software documentation updates
- Software and database engineering support
- Test bed and laboratory operations support
- Field engineering support to restore out-of-service facilities
- Installation support for NAS equipment upgrades and service life extension efforts
Key requirements also include managing configuration control and complying with FAA quality and safety standards. Some assignments may require contractor staff to obtain security clearances.
How Is the Work Structured?
The contract includes both firm-fixed-price and time-and-material components. The firm-fixed-price portion covers contract management and operational support services such as program oversight, procurement support, travel coordination and lab support functions. The time-and-material portion supports project-based engineering tasks tied to specific NAS systems and technical initiatives.
