According to the solicitation published on SAM.gov Tuesday, the GSA seeks to on-ramp new contractors, particularly small businesses, to the initial multiple award task order contract, or MATOC, which mandates the provision of professional services to the Office of the Under Secretary of Defense for Personnel and Readiness, or OUSD P&R, along with its directorates and strategic partners. The services are intended to enhance P&R capabilities, bolster personnel readiness, and strengthen national security.
The scope of services under the PRISM MATOC is divided into two pools — the personnel and readiness pool and the major Department of Defense Systems, or MDoDS, pool. The P&R pool covers professional services supporting personnel and readiness not covered by the otherwise MDoDS pool. The MDoDS pool requires professional services related to P&R functions utilizing DOD’s military and defense systems, including national security systems, communication systems and surveillance systems.
Individual task orders for the firm-fixed-price, cost-plus-fixed-fee and cost reimbursable contract is $400 million. It comes with a 12-month base period and four, 12-month option periods. If all options are exercised, the contract value will rise to $1.8 billion while the project is expected to run through June 30, 2029.
