West Valley Cleanup Alliance, a recently established limited liability company, has secured a potential $3 billion indefinite-delivery/indefinite-quantity contract from the Department of Energy’s Office of Environmental Management to perform cleanup operations at the West Valley Demonstration Project site in western New York.
The EM said Thursday the WVDP Phase 1B contract, under the End State Contracting Model, has a 10-year ordering period. It covers cleanup work such as the demolition of outdated parts of the Main Plant Process Building and other facilities and remediation and disposition of contaminated soils. WVCA will also handle waste management, environmental monitoring, maintenance, security and surveillance, among other activities.
Aside from the cleanup work, the contractor will also be involved in stakeholder interaction, union labor hiring and other activities promoting community commitment and engagement.

WVCA is composed of BWXT Technical Services Group, Jacobs Technology and Geosyntec Consultant. Perma-Fix Environmental Services and North Wind Portage will serve as the IDIQ’s subcontractors. The alliance was selected over two other companies that responded to the DOE’s request for proposals.
