Simms previously spent 11 years at government contractor Mission Essential, taking on roles such as VP of business development, VP of operations, director of operations and deputy program manager.
As VP of business development, Simms oversaw capture efforts, established organic growth pipelines and facilitated industry and customer partnerships.
Simms served six years in the Maryland Army National Guard before joining the private sector in 2007.
