The Cybersecurity and Infrastructure Security Agency plans to initiate a competition for a follow-on blanket purchase agreement for full-spectrum exercise support services.
CISA expects the multiple-award BPA to have a ceiling value of over $100 million and anticipates the release of a solicitation by July 8, 2024, according to a notice published Tuesday on the Department of Homeland Security’s Acquisition Planning Forecast System.
The contractor will provide CISA with exercise support services in accordance with the guidelines under the Homeland Security Exercise and Evaluation Program.
Under the recompete award, the vendor will be required to provide programmatic and administrative support, including program management, technical document development and front office support, as well as cyber subject matter expertise, critical infrastructure knowledge, scenario and policy development and other critical exercise skills.
General Dynamics’ (NYSE: GD) information technology business and Dynamis are the incumbent contractors on the existing BPA.
The planned follow-on award has an expected completion date of Sept. 29, 2029, and covers seven task areas: program management and analytical support; exercise design, development, conduct and evaluation; strategic planning and communications; exercise-related training; task order management; project management plan; and periodic reports.
CISA expects to award the contract by the fourth quarter of fiscal year 2024.
