The Office of the Director of National Intelligence has launched an effort to reform organizational operations at the National Counterterrorism Center in line with recommendations from intelligence community officers.
Acting Director of National Intelligence Richard Grenell announced the reorganization last week in a move to drive efficiency, address duplicative functions and facilitate NCTC’s integration across the IC enterprise, ODNI said Friday.
Lora Shiao, acting director of NCTC, said she will work with Executive Director Clare Linkins and other IC partners to reorganize some of the center’s divisions in a move to address emerging national security concerns.
NCTC will also bring together “unique expertise on chemical, biological, radiological, and nuclear threats from terrorist actors” to streamline analysis, policy support and mission management, the ODNI component noted.
The changes additionally include consolidating talent management functions under NCTC’s chief operating officer and simplifying strategic communications, legislative affairs and shared services under the strategy and engagement division.
According to Shiao, the structural updates are meant to address the IC's needs to "shift resources to address a wide range of complex, sophisticated adversaries."
Other updates detailed in the announcement include changes in NCTC's Directorate of Strategic Operational Planning and Directorate of Terrorist Identities.
