The U.S. Army has asked information on potential vendors that can provide personnel, facilities and technical skills to support testing of hypersonic vehicles.
A request for information notice stated the service will use the responses for market research as it works on an acquisition strategy for the Hypersonic Test Engineering, Mission Planning and Systems program.
The Army plans to award a four-year, cost-type contract worth under $100M no later than June 2020. The HyTEMPS contract will have a two-year base term and two option years.
According to the RFI, the Department of Defense has increased the hypersonics flight test rhythm to two events a year beginning in fiscal year 2020 and will continue to move to up to 20 events annually in accordance with the order of the office of the defense undersecretary for research and engineering.
The contractor should provide platforms and services needed to gather telemetry from flight vehicles, carry out phenomenology measurements using sensors, transport and display data during test events, facilitate cybersecurity and flight termination system functions, come up with prototype test resources, develop software to meet test objectives and integrate systems through networks.
The draft performance work statement says Army Space and Missile Defense Command wants the contractor to perform work in support of primary areas: test resources systems; mission planning, execution and operations; research, development, test, evaluation and systems engineering; maintenance and sustainment; configuration management, data management, documentation; facilities and mission logistics and logistics management; and cybersecurity.
