ACT I's Neil Albert Talks Acquisition, Contract Mgmt, FMS With ExecutiveBiz

TYSONS CORNER, VA, April 2, 2018 ” Neil Albert, president of Advanced Concepts and Technologies International, has said the company will monitor acquisition process changes at the Defense Department as well as contract award and management approaches, among other trends in the government services market in 2018.

He told ExecutiveBiz in an interview published March 20 that the service branches will need time to be fully equipped to handle ownership of the Acquisition Category I programs for major defense acquisitions, and that the government must do more to limit “lowest price, technically acceptable” contracts in order to advance innovation.

“We must ensure contracts are awarded based on the proposed plan for the work being accomplished and the company™s performance against that plan,” he added.

Albert also noted that upfront discussions for foreign military sales are also key to establish requirements and build on DoD’s efforts to accelerate the FMS process.
