DOD Taps ATI to Serve as Defense Industrial Base Consortium Manager

Advanced Technology International will manage the Defense Industrial Base Consortium under an other transaction agreement the Department of Defense awarded to the non-profit research institution.

The Pentagon said Wednesday the DIBC OTA will support rapid research and provide access to commercial offerings from industry, academia, and non-traditional contractors to help meet defense requirements and drive innovations.

DIBC will be responsible for executing prototypes under the authority of 10 U.S.C. § 4022, research projects under 10 U.S.C. 4021, and production OTs under 10 U.S.C. § 4022(f).

ATI will serve as the consortium manager while the Office of the Under Secretary of Defense for Acquisition and Sustainment will oversee the OTA and the Washington Headquarters Services’ Acquisition Directorate will administer it.

The agreement will have a 10-year period of performance and no funding ceiling.

Laura Taylor-Kale, assistant secretary of defense for industrial base policy, said the DIBC OTA will help drive the defense industrial base’s growth and accelerate the execution of Defense Production Act funding.

“Additionally, this helps us execute the National Defense Industrial Strategy, address defense supply chain pain points, develop the industrial workforce, sustain critical production, and allow for complementary investments from other federal agencies to build a robust, resilient, and modernized defense industrial ecosystem,” the DOD official added.
