The Department of Homeland Security has started soliciting proposals for the third iteration of a program designed to enable DHS and its components to acquire professional services and other commercial offerings to meet their mission objectives.
The Program Management, Administration, Clerical and Technical Services III acquisition vehicle is a suite of departmentwide, indefinite-delivery/indefinite-quantity contracts with an aggregate ceiling value of $8.4 billion and could be used to procure services in three functional categories: administrative and general management consulting services; office administrative services; and engineering services, according to the solicitation notice published Monday.
PACTS III is a set-aside program for service-disabled veteran-owned small business, women-owned small business, historically underutilized business zones and 8(a) businesses and has a performance period of 15 years with a maximum ordering period of 10 years.
DHS intends to make eight contract awards under each functional category.
The first functional category covers management support and program management and the second category includes word processing, paper shredding, transcription; contract, procurement and acquisition support. The third category includes training and support for systems engineering, mechanical engineering services and technical writing.
The department issued a draft solicitation for the PACTS III vehicle in March 2023.
