The U.S. Navy and U.S. Marine Corps have continually worked to decentralize, differentialize and digitize the service branch’s work as well as develop its talent in the field.

    Lieutenant General Glavy was commissioned in May 1986 through the United States Naval Academy. Upon receiving his wings in September of 1988, he was selected to fly the CH-46 Sea Knight. Assignments in the Operating Forces include: Weapons and Tactics Instructor and Embark Officer, HMM-261 (REIN); Aircraft Maintenance Officer, and Executive Officer, HMM-265 (REIN); Current Operations Officer, G-3, 1st MAW; Commanding Officer, HMM-265 (REIN); Commanding General, 2d Marine Aircraft Wing, and Commanding General, U.S. Marine Corps Forces Cyberspace Command. Assignments in the Supporting Establishment include: Platoon Commander, Officer Candidate School; Operational Test Director, White House Liaison Officer, Presidential Command Pilot and Commanding Officer, HMX-1. Headquarters and Staff Assignments: Plans, Policy and Operation, HQMC; Information Operations, Joint Staff J3; HQMC Aviation, Expeditionary Enablers Branch; Assistant Deputy Commandant for Aviation, Marine Corps Staff; Deputy Director of Current Operations, United States Cyber Command. Military Education: The Amphibious Warfare School, Marine Corps Command and Staff College and Marine Corps War College. Master’s degrees in both Military Studies and Strategic Studies and a Bachelor of Science in Systems Engineering from the United States Naval Academy.

    Marty Hebeler is a Managing Director with Accenture Federal Services and serves as the Armed Forces Sector Technical Account Lead supporting our clients in Air Force, Army and Navy An expert in multiple facets of technology as enablers of mission and business value, Marty brings our defense clients strategic problem solving skills to address complex technical problems ranging from prototypes to complex IT transformation programs. She is passionate about bringing forward commercial practices that can be used in defense environments to increase the quality and innovation of solutions. Over her career she has supported a broad set of clients including the Army, Air Force, Navy, the Federal Bureau of Investigation, as well as many State governments. She offers a broad set of technical skills across systems engineering, systems architecture, innovation, and program management.     Louis Koplin is the DON Deputy CTO, responsible for overseeing Modernization and Technology efforts across Navy and Marine Corps IT. He focuses specifically on infrastructure optimization, network and data center portfolio management, cloud and zero trust strategies, enterprise services, digital identity and access, and strategic spectrum management. Previously, Mr. Koplin served on the staff of the Chief of Naval Operations (OPNAV N4) as Logistics IT portfolio manager, where he led digital transformation efforts across a portfolio spanning over 2,000 systems and applications. Mr. Koplin also managed the functional community of 36,000 DON civilian logistics personnel. Prior to that, Mr. Koplin worked at Naval Supply Systems Command (NAVSUP) Weapon System Support (WSS) in Philadelphia, PA. During that time, he managed supply chains for avionics, electronic countermeasures, and unmanned aerial systems (MQ-8 Fire Scout, MQ-4B Triton), as well as managing global distribution logistics for high-value repairable systems and spare parts. Mr. Koplin has received two Navy Meritorious Civilian Service Awards and the ADM Stan Arthur Award for Logistics. He received a B.S. in Computer Science and B.A. in History from Pennsylvania State University in 2001; a Certificate in Systems Analysis from the Naval Postgraduate School in 2007; and an M.S. in Supply Chain Management from the Syracuse University Whitman School of Business in 2012.

    Bradley Punch is the Deputy Technical Director of Program Executive Office Digital and Enterprise Services (PEO Digital), chartered to provide strategic technical leadership for the rapid transformation of enterprise IT services within the Department of Navy. Bradley is a Naval Information Warfare Center (NIWC) Atlantic employee and has been with the PEO since 2016. Within recent roles, Bradley has served as the PEO EIS Innovation Cell Lead, Software Defined Networking Business & Operations Lead and many other positions ranging from strategic to execution level implementation of technologies. Within the Technical Director team, Bradley focuses on the best and quickest path to get modern services into implementation and the hands of customers and attacks “status quo” wherever possible. He holds a bachelor’s degree in Business Management and a minor in Computer Science from Clemson University and an MBA from the Darla Moore School of Business at the University of South Carolina. Go Tigers!! Outside of the office, Bradley and his wife are active with dog rescue/fostering, they love traveling the world and they start decorating for Christmas in October. He lives in Mount Pleasant, SC with his wife and their dog/child, August.

    Deputy CIO, U.S. Fleet Cyber Command/10th Fleet

    Ms. Sandy Radesky assumed the role of Deputy Command Information Officer (CIO) for U.S. Fleet Cyber Command / U.S. TENTH Fleet, December of 2020. In this position she oversees the cybersecurity, policy, design, and future plans for the Navy in order to support full spectrum Cyberspace Operations to enable FLTCYBERCOM as the central operating authority for Navy Networks. Her efforts continue to improve, integrate and directly support joint warfighters, national-level leaders, and other mission and coalition partners across the full spectrum of global operations. During her tenure at FLTCYBER, Ms. Radesky was selected by the Joint Staff for a temporary Senior Executive assignment as the Director of Information and Technology and Analytics supporting the National COVID-19 response effort in the Countermeasures Acceleration Group (CAG) formerly known as Operation Warp Speed. She led a team of data scientists, logisticians and technologists who developed capabilities to streamline the distribution of over 400M vaccines and therapeutics to the American people. Prior to this, she was the Deputy Director of Operations at Joint Force Headquarters Department of Defense Information Network (JFHQ-DODIN) supporting operational-level Command and Control (C2) and Cyberspace Operations for all DoD Networks. She has a depth and experience in the development of Cyber capabilities and acquisition and was influential in the evolution of detection, incident response, and analytics for the Big Data Platform Program – laying the foundation for development security operations, orchestration, machine learning and artificial intelligence. Prior to her move to Fort Meade, Ms. Radesky led DISA Global Operations Command (DGOC) Defensive Cyber Operations Security Center located at Scott Air Force Base, Illinois -- the largest operational command within DISA responsible for the cyber security of the DoD Information Network and global backbone infrastructure. Ms. Radesky is also a Veteran of the United States Air Force; dedicating 23 years of service to the Department of Defense.

    Deputy Director Assured Enterprise Networks and Cybersecurity Division [N2/N6D], N2/N6 Information Warfare, U.S. Navy

    Mr. Scott M. St. Pierre was selected to the Senior Executive Service in 2021. Mr. St. Pierre oversees the daily operations of the division that develops policy, validates requirements, and allocates resources to the Navy shore business enterprise network environment and Navy cybersecurity. He serves as the Deputy Navy Senior Information Security Officer and the Navy Data Officer. In December, 2014, Mr. St. Pierre was selected as the Naval Sea Systems (NAVSEA) Command Enterprise Information Technology Officer, a Senior Level Executive (SL) position, which included the duties of the Chief Information Officer, and Director of Cybersecurity for shore and business systems. In April 2014, he was selected as the Principle Assistant Program Manager for Combat System Integration on INDEPENDENCE variant Littoral Combat Ship. From 2010-2014 Mr. St. Pierre served as the Program Executive Office (PEO), Integrated Warfare Systems (IWS) Enterprise System Engineer. Mr. St. Pierre was a self-employed defense contractor 2001-2009, providing technical and programmatic support to the PEO IWS, Technical Director and Enterprise Systems Engineer, as well as to the Cooperative Engagement Capability (CEC) Program Office. From 1997-2001, Mr. St. Pierre supported the Chief of Naval Operations staff and the Navy’s Program Executive Office, Theater Surface Combatants providing subject matter expertise in Battle Group operations and interoperability. From 1986 to 1997, Mr. St. Pierre served in three ships on the West Coast, including USS FLETCHER (DD 992), USS ANTIETAM (CG 54), and USS PRINCETON (CG 59), as well as on the staff of the Commander, Naval Surface Force, Pacific Fleet, where he was the Future Plans Officer. Mr. St. Pierre is a graduate of the College of the Holy Cross in Worcester, MA, where he received a B.A. in Russian Language and Literature in 1986. Upon graduation, he received his commission in the Navy through the Reserve Officer Training Corps. Mr. St. Pierre is a certified Department of Defense Acquisition Professional in Program Management (0340) and IT Program Management (2210). He also completed his GSLC certification in 2017.
