Ryan Agee -

technical director, Capabilities Directorate, National Security Agency (NSA)

Ryan Agee is the technical director for the National Security Agency Capabilities Directorate. As the TD, he is the principal technical advisor to the Director of Capabilities and NSA/CSS chief information officer. He serves as the primary authority responsible for the overall technical direction of NSA capabilities services, as well as the overall health of the technical force. Mr Agee began his career at NSA/CSS in 1986 as an engineering student in the Cooperative Education Program. From 1989 until 1995, he worked in the Research Directorate, designing and developing innovative high-speed encryption ad relate security solutions. He graduated from the first class of the System and Network Interdisciplinary Program, now the Computer Network Operations Development Programs. From 1999 until 2007, he served in several positions across NSA’s computer network exploitation element, Tailored Access Operations, including as an embedded systems developer, and as a division level technical director. From 2007 until 2009, he was a technical leader in Access Capabilities Development in the former Technology Directorate. From 2009 through 2017, Mr. Agee was the deputy TD of TAO, and was the TD from 2011 until 2014. During his time as the TD, he was the lead architect of the technical strategy and implementation of a CNE infrastructure that provided highly valued intelligence for internal and external customers. From December 2014 until August 2016, he was NSA’s Threat Operations Center (now Cybersecurity Operations) technical director. He left the Agency from 2017 until 2019 to become a senior leader at a cybersecurity start-up company where he was responsible for the development of cyber-threat intelligence oriented operational products and services, as well as analytic tools and processes. Mr. Agee graduated from the University of Maryland in 1988 with a Bachelor of Science degree in electrical engineering. He received a Master of Science degree in Electrical Engineering from The Johns Hopkins University in 1991.

Margaret Augustine -

Senior Acquisition Executive, Central Intelligence Agency (CIA)

Ms. Augustine was appointed the CIA’s Procurement Executive in September 2017. In this capacity, she is responsible for overseeing the Agency's acquisitions workforce, policies, and execution. She joined the CIA in 1983 as a Procurement Officer. Since then she has held a variety of acquisitions positions of increasing responsibility to include serving as a Contracting Officer in the areas of Communications, Analysis and Research and Development where she was responsible for executing a myriad of major programs. Ms. Augustine previously oversaw the Agency’s newly-formed CIO IT Acquisition Strategy function - a position that was created for the purpose of implementing innovative acquisition strategies for the CIA’s information technology activities. She has also served on the Agency’s Executive Director’s Staff where she worked numerous Agency policy issues and responded to Inspector General and Congressional inquiries on behalf of Agency senior management. Prior to becoming the CIA’s Procurement Executive, Ms. Augustine served at the NRO responsible for multiple enterprise-level business operations providing services to NRO customers worldwide. Ms. Augustine graduated from George Mason University, with a B.S. in Business Administration, and received her MBA from American University. She is a member of the National Contract Management Association, and performs various external volunteer activities. Ms. Augustine was born in Washington, D.C and raised in McLean, VA, with intervals living abroad as an Agency dependent. She resides in Fairfax, VA with her husband Stanley C. Augustine and their two children Daniel and Alina.

Dr. Daniel Blevins -

Chief Architect, Ground Enterprise, National Reconnaissance Office (NRO)

Dr. Daniel D. Blevins is the Chief Architect of the Ground Enterprise for the National Reconnaissance Office in Chantilly, Virginia. In this role, he is responsible for guiding and integrating the mission planning, command and control and data processing acquisitions that deliver critical intelligence to the Department of Defense and the Intelligence Community. He also ensures the NRO’s ground systems leverage advancements in processing algorithms, mission orchestration, sense-making analytics and cognition to advance overhead reconnaissance to meet emerging national security and intelligence needs. Previously, he served as the Senior Scientist for the Defense Innovation Unit’s (DIU’s) space portfolio which accelerates the adoption of commercial space technology by the military and growing the national security innovation base. Dr. Blevins was born in Troy, Ohio and received his commission in 1994 from Air Force ROTC at Wright State University. He served 25 years in the US Air Force in a wide variety of space acquisition and intelligence leadership positions. He retired from the Air Force as a Colonel in 2019 before returning to government service as a member of the Defense Intelligence Senior Leader Service in 2020.

Mark DeVido -

Director, Office of Contracts, National Reconnaissance Office (NRO)

Mr. DeVido assumed the position of Director, Office of Contracts (OC) on June 24, 2019. Mr. DeVido brings a wide range of experience and deep substantive acquisition expertise from his prior assignments as CIA's Chief Acquisition Strategy Officer, Group Chief/Headquarters Acquisitions Group, and various other Intelligence Community acquisition leadership positions to include NRO, NGA and DOD. Prior to joining the Agency, Mr. DeVido worked in the private sector where he served in corporate finance and contracts functions. Mark DeVido is the Chief, Acquisition Strategy for the Office of the Procurement Executive (OPE). His previous and key assignments include: Chief, Acquisition Strategy, OPE: (November 2015 - Present) - led the development and implementation of an Agency Corporate Acquisition Strategy and has led multiple workforce, strategy and efficiency initiatives across the Agency. Served as the Agency Challenge 5 Program Manager focusing on resource and stewardship initiatives. Chief, Headquarters Contracts Group (HCG)/Talent & Enterprise Acquisitions Group (TEJG) (August 2012 - May 2016) - overseeing six contracting teams executing across the CIA and Intelligence Community. Division Chief at the National Geospatial-Intelligence Agency (NGA) (February 2010- August 2012) and Deputy Division Chief at NGA (December 2006 -- February 2010) overseeing their largest acquisitions group with multiple Major Systems Acquisitions (MSAs). Received National Intelligence Certificate of Distinction for work at NGA from Director, ODNI. He served as a supervisor supporting the DO and CTC from 2005-2006. Mr. DeVido initially supported the DS&T on OTC and NCSG programs. He later worked on the ln-Q-Tel Program as a Contracting Officer and Business Manager. During his tenure, the ln-Q-Tel Program won the '"Business Solutions in the Public Interest" award administered by Government Executive Magazine and the Council for Excellence in Government, which he wrote and presented. Mark DeVido has served with CIA since January 2001, entering on duty as a Contracting Officer in the Office or the Procurement Executive. Prior to corning to the Agency, Mr. DeVido was a Contracting Officer with Department or Defense for seven years, serving multiple years at the National Reconnaissance Office (NRO). Mr. DeVido also worked in private industry in Corporate Finance and in the Contracts and Legal Division of a Fortune 500 company. Mr. DeVido holds a bachelor’s degree in Finance from Virginia Tech in 1992 and a Masters in Business Administration (MBA) from the University of Baltimore in 2003. He holds a graduate certificate in Public Affairs from the University of Maryland, College Park. Outside of work Mark enjoys traveling with his wife and spending time with his four college and high school aged children - watching his two daughters play competitive volleyball and his son play AAU basketball.

Dr. Stacey Dixon -

Principal Deputy Director of National Intelligence, Office of the Director of National Intelligence (ODNI)

Dr. Stacey A. Dixon was sworn in as the Principal Deputy Director of National Intelligence (PDDNI) on Aug. 4, 2021. She currently serves as the sixth Senate-confirmed PDDNI. Possessing over 18 years of intelligence experience, Dr. Dixon has led the Intelligence Community at the highest ranks. Dr. Dixon joined ODNI after serving as the eighth Deputy Director of the National Geospatial-Intelligence Agency (NGA) from 2019-2021, where she assisted the Director both in leading the agency and managing the National System for Geospatial Intelligence. From 2018 to 2019, she was the fourth Director of the Intelligence Advanced Research Projects Activity (IARPA), after serving as its Deputy Director from 2016 to 2018. Before joining IARPA, Dr. Dixon served as the Deputy Director of NGA’s research directorate, where she oversaw geospatial intelligence research and development. She held additional leadership roles at NGA as the Chief of Congressional and Intergovernmental Affairs and Deputy Director of the Corporate Communications Office. Prior to serving at NGA, Dr. Dixon was a staff member for the House Permanent Select Committee on Intelligence. She first started her intelligence career at the Central Intelligence Agency (CIA) in 2003, where she was assigned to the National Reconnaissance Office’s advanced systems and technology directorate. An accomplished leader, Dr. Dixon holds both a doctorate and master’s degree in mechanical engineering from the Georgia Institute of Technology and a bachelor’s degree in mechanical engineering from Stanford University. She was also a chemical engineer postdoctoral fellow at the University of Minnesota. Dr. Dixon serves as a presidentially nominated member of the Board of Visitors to the U.S. Coast Guard Academy and is ODNI’s liaison to Spelman College’s Center for Excellence for Minority Women in STEM. Dr. Dixon is a native of the District of Columbia, where she currently resides.

Tony Frazier -

Chief Executive Officer, LeoLabs

Mr. Frazier joined Maxar in 2017 after its acquisition of DigitalGlobe and serves as the Executive Vice President and General Manager of Public Sector Earth Intelligence. In this role he leads Maxar’s business that enables the U.S. Government, dozens of U.S. Foreign Partners, and numerous humanitarian organizations apply satellite imagery, secure ground systems, geospatial products, online platforms, and advanced analytic capabilities to critical missions. In this capacity, Mr. Frazier’s team is focused on harnessing innovation in commercial space, 3D, advanced computing, and artificial intelligence to ensure the U.S. and its Allies maintain a strategic advantage by being able to see, understand, and act on precise activities at global scale. Prior to this role Mr. Frazier led all sales, business development, and services delivery activities for the Company. Previously, Mr. Frazier served as President of Radiant Solutions, which was formed by combining the Geospatial Services across legacy portions of Maxar from 2017 until 2019. Mr. Frazier also served as Senior Vice President, General Manager of DigitalGlobe’s Services business from 2013 and prior to DigitalGlobe’s acquisition of GeoEye, Inc. in 2013, led GeoEye’s Marketing and Communications team since 2010. Prior to GeoEye, Mr. Frazier served as Senior Director of Product Management at Cisco Systems, where he brought to market emerging technologies core to Cisco’s video and collaboration strategy. Prior to Cisco, Mr. Frazier held senior marketing roles at Infor, iPhrase Technologies an MIT start-up acquired by IBM, and pcOrder.com. Mr. Frazier began his career in strategic consulting at Bain & Company. Since March 2021, Mr. Frazier serves as a member of the board of directors of Iridium Communications Inc. (Nasdaq: IRDM). Mr. Frazier holds a Bachelors of Systems Engineering from the University of Pennsylvania and an MBA with distinction from Harvard University.

Dr. David Isaacson -

Deputy Director of Science and Technology, Office of the Director of National Intelligence (ODNI)

Dr. David Isaacson works within ODNI to identify and synthesize technology trends to guide future Intelligence Community (IC) science and technology (S&T) investments. In this role, he leads a number of ODNI initiatives and activities to stimulate, leverage, inform, and influence public- and private-sector funding for IC research challenges. Dr. Isaacson also launched and led the Intelligence Science and Technology Partnership (In-STeP) program—a cross-IC initiative to better align public- and private-sector S&T efforts supporting intelligence needs and enable senior Community leadership to more effectively manage risk. Dr. Isaacson has also served as technical staff member and staff director on the Congressionally- mandated National Commission for the Review of the Research and Development Programs of the United States Intelligence Community, directing and working on a team of national security experts to review, evaluate, and articulate program and resource priorities for the all of the IC’s research and development programs. Dr. Isaacson entered-on-duty at CIA in 2007 as a science, technology, and weapons analyst. While at CIA, he was detailed as a Senior Policy Analyst to the Office of Science and Technology Policy within the Executive Office of the President, where he advised and informed policymakers on S&T-related issues relevant to the IC, economic and national security, and other national priorities. Prior to CIA, he worked in Silicon Valley at a venture capital-funded technology startup focused on the development and commercialization of a novel micro-fabrication process for one-time-programmable solid-state memory devices. Dr. Isaacson holds a Ph.D. in Electronic, Photonic, and Magnetic Materials from the Massachusetts Institute of Technology, where he focused on the UHVCVD growth of lattice- mismatched compound semiconductor layers and devices on silicon.

Alex Loehr -

CTO, National Geospatial-Intelligence Agency (NGA)

Alex Loehr serves as the National Geospatial-Intelligence Agency’s Chief Technology Officer, a corporate-level leadership role within the CIO and IT Services directorate. He facilitates innovative development aimed at transforming and modernizing NGA’s technology to better serve its mission partners, as well as oversees and streamlines IT-related capabilities and services. Previously, Alex was the Deputy CTO for the Department of Veterans Affairs, where he led adoption of technology and design best practices to improve Veterans digital experience. He also helped stand up and lead the VA API program, including creating a website to make it easier for VA to share data internally and externally. In 2015 Alex joined the U.S. Digital Service and served as the engineering manager for the VA website. In this role, he helped build an engineering team with a modern development culture within VA. The team focused on creating a single place for Veterans to discover, apply for, track, and manage their benefits online. Earlier in his career, Alex worked as a systems engineer at In-Q-Tel, a strategic investment firm that helps venture-backed startups work with the U.S. intelligence community, and as a computer scientist at the U.S. Army Engineer Research and Development Center, Topographic Engineering Center (now known as the Geospatial Research Laboratory). Alex graduated summa cum laude from Georgetown University with a Bachelor of Science degree in computer science. He lives in Washington, D.C., with his wife.

Susan Mumford -

Head of Contracting Activity, Defense Intelligence Agency (DIA)

Ms. Susan “Karen” Mumford was appointed to the Defense Intelligence Senior Level as the Head of the Contracting Activity within the Office of the Chief Financial Officer on 7 November 2021. In this role, she serves as the principal advisor for contracting and procurement issues providing contracting and acquisition management oversight, technical direction, guidance and support critical to the successful and timely accomplishment of the DIA mission. Prior to her appointment and current assignment, she was the Director of the Small Business Programs Office serving as the principal advisor to DIA leadership on all small business matters. She was an advocate for small business, promoting small business utilization in DIA requirements to strengthen the competency, commitment, and capability of the Industrial base. She frequently represented DIA at national conferences, intelligence forums and industry events highlighting opportunities for new businesses interested in supporting the intelligence mission. Previously, Ms. Mumford was the principal resource advisor to the DIA Science & Technology (S&T) Directorate as the Resource Management Office (RMO) Chief. She oversaw all resource activities, leading to sound fiscal and budgetary decisions. Before becoming the RMO Chief, she was the Deputy Contracting Office Chief for S&T, establishing the acquisition strategy for multiple S&T acquisitions. She implemented procedures to cross-pollinate contracting and financial functions that led to better resource decisions, factoring in multiple business disciplines. Ms. Mumford also worked at two other federal agencies within the intelligence community as a contracting professional. During her tenure at these agencies she provided contractual leadership, guidance and support for IMINT System Operations. Following that, she was a contracting professional for Advanced Technology Programs, administering a large portfolio of highly advanced technology contracts. Prior to joining DIA, Ms. Mumford was a Senior Contracts Manager for a large defense contractor supporting the Federal and Intelligence community. She was the signature authority for contract documentation, responsible for the submission of proposals, oversight of financial management deliverables, and overall operations of the Contracting Department. Ms. Mumford earned a Bachelor of Arts degree in Sociology from the University of Maryland, Graduate Certificate in Public Sector Financial Management through CIA's Information Technology University and Maryland School of Public Policy at the University of Maryland at College Park and a Master of Business Administration from the University of Baltimore. She is a member of the Defense Acquisition Corps and Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in Contracting and Business Financial Management and Level II in Program Management. Ms. Mumford resides in Hillsboro, Virginia with her husband, son and two Labrador Retrievers.

Robert Rabinek -

Vice President, Contracts Intelligence and Homeland Security Division, General Dynamics Information Technology, Inc.

Robert Rabinek is GDIT’s Vice President, Contracts for the Intelligence and Homeland Security Division. In this role, Robert is responsible for a variety of aspects of support to the IHS business including; contract administration, acquisition strategy and proposal support, procurement, employee development, contract compliance and training. Robert has over 35 years of federal procurement experience. Prior to his current position in GDIT, he was the Director of the Enterprise IT Solutions sector – managing a large portfolio of IT programs for our Intel and DHS customers. His experience also includes positions of increased responsibility in a variety of procurement, contract management, and finance positions at both Lockheed Martin and Raytheon. Robert holds a B.A. in Geography from the University of Maryland and an M.B.A. from Averett University. Mr. Rabinek also completed the Lockheed Martin Program Management Development Program (PMDP) and significant coursework in the Contracting Program at George Washington University.

Greg Reeder is the Vice President of Marketing for SAP NS2 His background spans more than 30 years leading in business, senior government management, and the military. He has experience as a public affairs director, strategic communications manager, web developer, social media advisor, business executive, media division president, information tech consultant, magazine publisher, U.S. Marine, and helicopter pilot. Greg has helped to motivate audiences, smooth media relations, convince policy makers, and show senior leaders the way toward marketing and digital strategy success. He continues to lead the charge for organization-wide improvements in communications, user experience, digital innovation, and creative media production. Greg holds a degree in Aviation Business and an M.B.A. in Technology Management. He is also a graduate of the Defense Information School and Stanford University design thinking academy.

Kyle Rice -

Federal CTO, Virtualitics Inc.

Kyle is SAP NS2’s Chief Technology Officer and focuses on helping DoD and IC customers apply commercial approaches and products to their mission use cases. He oversees NS2 Labs, which is SAP’s innovation organization focused on creating new capabilities to support secure defense customers. Prior to his time with SAP NS2, Kyle has spent 20 years in technical leadership positions throughout the U.S. defense and intelligence community. He specialized in designing and delivering large scale data management and analysis systems to help the defense community address tactical and strategic mission problem areas.

Tonya Wilkerson -

Deputy Director, National Geospatial-Intelligence Agency (NGA)

Tonya P. Wilkerson serves as the ninth Deputy Director of the National Geospatial-Intelligence Agency. Ms. Wilkerson brings a wealth of knowledge and over three decades of experience across the Intelligence Community, including leadership skills, experience across multiple mission areas, and deep expertise in the space sector. From February to November 2021, Ms. Wilkerson served as the Associate Deputy Director of the Central Intelligence Agency for Science and Technology/Strategy. She also held many prominent positions within the National Reconnaissance Office spanning a range of activities, including research and development, acquisitions, and operations. Ms. Wilkerson served as a change management leader within the NRO during a time of significant and complex structural transition. Ms. Wilkerson held simultaneous leadership roles in the NRO and CIA’s Directorate of Science & Technology. She successfully leveraged her technical skills, combined with her background in space operations, to enhance technical capabilities within the DS&T. Ms. Wilkerson holds a bachelor’s degree in electrical engineering from Virginia Polytechnic Institute and State University and a master’s degree in engineering management from George Washington University.
