Lesley Anne Field is Acting Deputy Director for Management (ADDM) in the Office of Management and Budget (OMB), Executive Office of the President. In addition to Lesley’s ADDM duties, she is Deputy Administrator for Federal Procurement Policy. Her office is responsible for developing and implementing government wide policies to support over $550 billion in federal contracting each year. Prior to joining OMB, Lesley served as a contracting officer at the U.S. Department of Transportation. Lesley is a 2019 recipient of the Presidential Rank Award, a Fellow of the National Academy of Public Administration, and was recognized by FCW with their President’s Award in 2017. She received her Bachelor of Science in Commerce from the University of Virginia, her Master’s Degree in Public Administration from Virginia Tech, and she completed the Senior Executive Fellows Program at the John F. Kennedy School of Government at Harvard University.
Chris Hamm is the Director of FEDSIM. Chris leverages 17 years of experience in managing complex acquisitions and project delivery to provide innovative solutions for FEDSIM clients. Chris also serves as GSA’s Acquisition Innovation Advocate, and was recognized as one of the “FED100” by Federal Computer Week. He is on the Executive Committee of ACT, advisory council of AFCEA, and is a board member of AFFIRM. Chris received his Master’s Degree from the University of North Carolina at Charlotte. Prior to his time in acquisition management, Chris was selected into the Presidential Management Internship Program.
Sandra (Sandy) K. Hinzman is the SVP for Contracts and Property for SAIC. In this role, she is responsible for the oversight of contractual aspects of both proposal submissions and administration of programs. As part of Corporate Business Operations, Hinzman reports to the Executive Vice President for Business Operations. Hinzman joined SAIC in 1992, accomplishing increasing roles and responsibilities over her tenure before assuming the role of SVP for Contracts and Property in January 2018. Hinzman holds a Master’s Degree in Business from the Robert H. Smith School of Business at the University of Maryland, and as well as a Bachelor of Arts in Public Administration from San Diego State University. She is an active member in the National Contracts Management Association (NCMA) as well as the National Defense Industrial Association.
Mr. John M. Tenaglia serves as the Principal Director, Defense Pricing and Contracting (DPC) within the Office of the Secretary of Defense (OSD), U.S. Department of Defense (DoD). He is responsible for the pricing and contracting policy matters that relate to $300+ billion in annual contract obligations. As the functional leader of DoD’s 30,000+ contracting and purchasing professionals, he is responsible for their workforce career development. He serves as the principal advisor to the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) on acquisition and procurement negotiation strategies for all major weapon systems, and major automated information systems programs. He is responsible for assisting the USD(A&S) in the implementation of the Department’s operational priorities, including business reform initiatives to reduce operational costs and speed delivery to the warfighter. He oversees business enterprise initiatives related to pricing, domestic, international, and contingency contract policy for DoD, and associated e-business solutions; and DoD procurement regulations. Prior to his current assignment, Mr. Tenaglia served as the Head of the Contracting Activity (HCA) for the Defense Health Agency (DHA). In this capacity, Mr. Tenaglia was responsible for the award and administration of all contracts to maintain a medically ready force and a ready medical force, with annual obligations valued at over $13 billion. Having previously served in DPC under its former name, Defense Procurement and Acquisition Policy (DPAP), from 2008 to 2017, Mr. Tenaglia last served as Deputy Director for Contract Policy and International Contracting. In that role, Mr. Tenaglia was responsible for developing and improving innovative procurement policies for the Department of Defense by advancing the most efficient means to acquire supplies and services for the nation’s warfighters. Mr. Tenaglia was commissioned in the United States Air Force in 1988 and retired from active duty in 2008. His Air Force tours of duty include: Minuteman III Missile Launch Officer; Contracts Manager and Executive Officer to the Director of Contracting for Aeronautical Systems Center; Contracting Officer and Contracting Policy Staff Officer at the National Reconnaissance Office; Commander of the 81st Contracting Squadron; Contracting Staff Officer in the Office of the Assistant Secretary of the Air Force for Acquisition (Contracting); Legislative Liaison in the Office of the Secretary of the Air Force, Office of Legislative Liaison; and Special Assistant for Legislative Affairs in the Office of the Assistant Secretary of Defense for Legislative Affairs. Mr. Tenaglia earned a Bachelor of Arts degree in Political Science at the University of South Florida in Tampa, Florida. He earned a Master of Science degree in Health Services Administration from Central Michigan University and a Juris Doctor (JD) degree from Catholic University’s Columbus School of Law. He has been admitted to practice law in the Commonwealth of Virginia since 2012. Mr. Tenaglia has been a member of the Senior Executive Service since 2014.
Scott Ulrey has been Deputy Director, Contracts Management Office, at DARPA since 2006. While at DARPA, he was the architect of the mechanics of Other Transactions issued pursuant to 10 USC 2371 and 10 USC 2371b and personally trained the first military service and civilian representatives in developing their own Other Transactions. He is a recognized principal authority on Other Transactions and an expert in federal and DoD procurement contracts, grants, and cooperative agreements. He is the recipient of Office of the Secretary of Defense 2018 Pricing and Contracting Legends Award.
V. David Zvenyach (“Dave Z”, he/him) is the Deputy Commissioner of the U.S. General Services Administration’s (GSA) Federal Acquisition Service (FAS) and the Director of the Technology Transformation Services (TTS). The Technology Transformation Services applies modern methodologies and technologies to improve the public’s experience with government. TTS helps federal agencies build, buy and share technology to achieve their digital transformation and modernization goals. Mr. Zvenyach was appointed as Director of TTS in January 2021. In his position, he oversees the Presidential Innovation Fellows, 18F, the Office of Solutions (which includes products such as cloud.gov, login.gov, FedRAMP, digital.gov, etc.), and the IT Modernization Centers of Excellence, along with other offices that provide support across TTS. Dave is not new to GSA or TTS. He previously served as a Senior Technical Advisor and Assistant Commissioner to GSA’s Federal Acquisition Service’s Office of Systems Management; Executive Director of 18F and Deputy Commissioner of TTS; and Assistant Commissioner to TTS’ Office of Acquisition from 2016-2018. Before rejoining TTS, Dave worked as an independent consultant, subject-matter expert and facilitator for the Digital IT Acquisition Professionals Program, and Director of Product at Hangar, where he helped build public-sector-facing startups. Dave also served as General Counsel to the DC Council, Chief of Staff to Councilmember, Mary Cheh, and judicial law clerk to United States District Judge, Yvette Kane. Dave is a graduate of the George Washington University Law School and has a bachelor’s degree in Mechanical Engineering from the University of Wisconsin. He lives with his family in Fitchburg, WI.
