Defense Cybersecurity Forum

With the rising threat of cybersecurity attacks on critical U.S. information technology (IT) assets, U.S. government agencies and private companies continue to develop and improve robust IT solutions. The National Security Agency’s Cybersecurity Directorate has made great strides in preventing and eradicating threats to national security systems and the defense industrial base. 

GovConWire Events will host its Defense Cybersecurity Forum to explore the progress that NSA and other federal agencies have made to protect U.S. national security and enhance its capabilities in threat intelligence, vulnerability assessments and cyber defense to stay ahead of the nation’s adversaries in cyberspace. 

Morgan Adamski, chief of NSA’s Cybersecurity Collaboration Center, will serve as a keynote speaker. She will address the Cybersecurity Directorate’s mission, accomplishments in protecting U.S. assets, the role of commercial partnerships and the challenges still to come in cyber.

    (U) Ms. Morgan Adamski is the Director of NSA’s Cybersecurity Collaboration Center, responsible for working with interagency, industry, and international partners to deliver intel-driven cybersecurity at scale. In this role, she has revitalized the way NSA collaborates with the private sector to harden billions of endpoints against nation-state cyber threats. (U) Morgan has worked across NSA’s offensive and defensive missions, as well as DOD cyber policy, for more than a decade. She is a sports fan, mom to two, and former lax rat.     As sector president, Tom has full executive responsibility for the Cyber Mission sector’s strategy development and execution, program performance, and growth objectives. The sector delivers full-spectrum cyber programs, information operations, and technical solutions that support intelligence, defense, and civil markets. Prior to joining Peraton, Tom spent 17 years at Northrop Grumman in a variety of leadership positions. Most recently, Tom served as vice president, Defense & Intelligence, where he led a line of business that provided secure information technology and mission solutions to defense, intelligence, and civil security customers. He previously led businesses supporting federal civilian, public safety, defense and intelligence customers, and served in senior functional staff positions associated with operations, technology, and strategy. Tom began his career at AT&T, where he held a variety of engineering and management positions of increasing scope and responsibility related to planning and operating optical networks. Tom is a member of the Industry Advisory Board of the Systems and Information Engineering Department at the University of Virginia. Tom earned his bachelor’s degree in electrical engineering from the University of Virginia and a master’s degree in electrical engineering from Stanford University.

    Executive Director for Cyber Investigations, NCIS, U.S. Navy

    Special Agent Daniel D’Ambrosio serves as the Executive Assistant Director, Cyber Directorate, Naval Criminal Investigative Service (NCIS). He is the agency’s senior expert and criminal investigative advisor for worldwide law enforcement and counterintelligence cyberspace investigations, operations, and digital/multimedia forensics to detect, deter, and neutralize criminal and foreign intelligence threats to the Department of the Navy. Special Agent D’Ambrosio was promoted to the Defense Intelligence Senior Level in December 2019. He served previously as the Assistant Director (AD) and Chief Information Officer, Information Technology Directorate (2019), leading agency adoption and implementation of technology to advance the NCIS law enforcement and counterintelligence mission. As AD of the National Security Directorate (2014-2017), he led agency execution of counterintelligence, counterterrorism, force protection, and Insider Threat programs. His additional leadership positions include two tours as a Special Agent-in-Charge (SAC). As SAC of the Cyber Operations Field Office (2018-2019), he led an office with a challenging operational mission, combatting cyber threats from foreign intelligence services, state-sponsored cyber actors, and cyber criminals. As SAC of the Middle East Field Office, Manama, Bahrain (2012-2014), he directed counterintelligence, counterterrorism, and criminal investigative operations throughout the Middle East, East Africa, the Horn of Africa, and Southwest Asia. Special Agent D’Ambrosio’s assignments have spanned additional NCIS mission areas. As the Department of Defense (DoD) Senior Representative to the Department of State, Diplomatic Security (2009-2010), he led DoD’s worldwide Force Protection Detachment Program in support of the USS Cole Commission. He served previously with NCIS Headquarters (2005-2009), the former Europe Field Office (2000-2005), and the Norfolk Field Office (1997-2000). In support of Operation Enduring Freedom, he served as the USS WASP Special Agent Afloat (2002). Special Agent D’Ambrosio joined NCIS in 1997. He earned a Bachelor of Arts degree in Criminal Justice from St. John’s University; and a Master of Arts degree in Policy and Management from Georgetown University. He is a graduate of the Naval Postgraduate School, Center for Homeland Defense and Security, Executive Leaders Program. His personal awards include the Secretary of Defense Medal for the Global War on Terrorism.

    Senior Cyber Advisor & Deputy Assistant Director for Cyber Counterintelligence, Defense Counterintelligence and Security Agency (DCSA)

    Richard T. Naylor, a Defense Intelligence Senior Level, is the Senior Cyber Advisor to the Director, Defense Counterintelligence and Security Agency, and Deputy Director for Counterintelligence including Cyber Operations. Mr. Naylor is responsible for executing DCSA’s Cyber operations. He joined the DCSA in 2011 as the Chief, Cybersecurity Division. DCSA is a strategic asset to the Nation and its allies – continuously ensuring a trusted federal, industrial and affiliated workforce, and enabling industry’s delivery of uncompromised capabilities by leveraging advanced technologies and innovation. The agency uniquely blends critical technology protection, trusted personnel vetting, counterintelligence, and professional education and certification to advance and preserve America's strategic edge. Mr. Naylor is the recipient of the 2015 Symantec-Government Cyber Award (Federal – Defense/ Intelligence). He also led DCSA's cyber team to DoD’s 2017 and 2013 Counterintelligence Team of the Year awards and the Agency’s 2016 Excellence in Innovation award. Prior to joining DCSA, he was as the Deputy Director, Communications, Computers, Architectures and Chief Information Officer, U.S. Cyber Command. A retired Air Force colonel, Mr. Naylor had a distinguished military career and served in a variety of organizations, to include: U.S. Space Command, Air Force Office of Special Investigations, and U.S. Special Operations Command. Mr. Naylor was twice selected to command, and served as the 2nd Air Force vice commander. He is the recipient of numerous military decorations, including the Defense Superior Service Medal and the Legion of Merit. Mr. Naylor received a bachelor’s degree from University of Tennessee in Computer Science, a master’s degree from Troy State University in Human Resources Management and a master’s degree from University of Colorado in Computer Science. He is a graduate of Harvard’s senior executive program, Carnegie-Mellon University’s National Association of Corporate Director’s Cyber Risk Oversight program, and Massachusetts Institute of Technology’s Artificial Intelligence for Business program.

    Director, Digital Forensics, Peraton

    Bob Renko is Peraton’s Director of Digital Forensics. He identifies opportunities to grow Peraton’s presence in digital forensics, develops strategies for creating new digital forensics tools and capabilities, and consults with senior government leaders on digital forensics and cybersecurity requirements. Renko has a 35-year career in the digital forensics field. He joined the U.S. Air Force as a teenager, before completing his degree and being selected as a special agent with the Air Force Office of Special Investigations (OSI). He began his career with OSI doing technical surveillance like wiretaps and vehicle tracking in support of criminal, counterintelligence and antiterrorism investigations. After leaving active duty, Renko rejoined OSI as a civilian special agent specializing in computer crime investigations. Renko has held numerous positions within OSI, including working at the Department of Defense Cyber Crimes Center (DC3). Since his time at DC3, Renko’s career has progressed away from hands-on analysis to cyber sector leadership roles in government, from serving as Chief Information Officer of OSI to serving as Deputy Director of the FBI’s National Cyber Investigative Joint Task Force. Prior to joining Peraton, Renko was the Department of the Air Force’s first Director of Cyber Insider Threat, where he successfully drove implementation of next gen UEBA and SOAR platforms while ensuring compliance with Privacy Act, HIPAA and national security information policies. Bob earned his bachelor’s degree in criminal justice from Columbia College and his master’s degree in aeronautical science from Embry-Riddle Aeronautical University. He is a Certified Information Security Manager (CISM), Certified Information System Security Professional (CISSP), Certified Counter Insider Threat Professional (CCITP-F) Certified Computer Forensic Examiner (CCFE), and Certified Project Management Professional (PMP).

    Jeffrey D. Specht is Executive Director, Defense Cyber Crime Center (DC3), Linthicum, Maryland. Operating under Secretary of the Air Force executive agency, DC3 functions as a designated national cyber center and as a Department of Defense Center of Excellence for digital and multimedia forensics. Mr. Specht directs a business and technology support directorate and five functional directorates to deliver capabilities DOD-wide. These include developing and delivering digital forensic lab services and technical solutions to DOD law enforcement and counterintelligence, or LE/CI, organizations; training LE/CI cyber specialists as well as Enterprise and Cyber Mission Forces; and performing sharply focused technical analyses for DOD LE/CI cyber operations. As the operational focal point for the voluntary Defense Industrial Base Cybersecurity Program, DC3 delivers actionable threat products and analyses for DIB CS participants. DC3 is also the single DOD repository to receive and analyze mandatory cyber incident reporting from 100K DIB companies incident to statute or DOD policy; and notify Combatant Commands, Services and Agencies, as well as de-conflicting response activities with DOD and federal mission partners. A career special agent with the Air Force Office of Special Investigations, he directed and led LE/CI investigations and operations at every Air Force level, with career broadening opportunities as a Legislative Fellow and as Deputy Director, Office of Security and Counterintelligence, National Reconnaissance Office. Prior to assuming his current position, Mr. Specht was the AFOSI Executive Director, serving as principal deputy of the Air Force’s worldwide federal LE/CI agency; a force of 2,200 federally credentialed special agents and 1,000 professional staff operating at 254 locations around the globe. He oversaw the headquarters staff, field operations, and the AFOSI Special Investigations Career Program.     Jude R. Sunderbruch, a member of the Senior Executive Service, is the Executive Director of the Department of Defense Cyber Crime Center (DC3), Linthicum Heights, Maryland. He leads DC3 in executing an array of missions, including digital and multimedia forensics, cyber analysis, training and technical solutions, as well as integrated teaming with law enforcement, counterintelligence and cybersecurity partners globally. DC3 is a Field Operating Agency aligned with the Department of the Air Force Inspector General. He entered the Air Force in 1994 as a distinguished graduate of the Reserve Officer Training Corps. He served as an active duty Air Force Office of Special Investigations (AFOSI) special agent from 1994 until 2001, when he became a civil servant and a reservist. He has extensive interagency and international leadership experience in cybersecurity and national security. He served in deployed leadership roles in Bosnia-Herzegovina as an officer, and in Iraq as a civilian. He is also a colonel in the Air Force Reserve, a Joint Qualified Officer, a Foreign Area Officer and a Certified Information Systems Security Professional (CISSP).
