  • Margaret Augustine
    Margaret Augustine -
    Senior Acquisition Executive, Central Intelligence Agency (CIA)

    Ms. Margaret V. Augustine was appointed the CIA's Procurement Executive in September 2017. In this capacity, she is responsible for overseeing the Agency's acquisitions workforce, policies, and execution. She joined the CIA in 1983 as a Procurement Officer. Since then she has held a variety of acquisitions positions of increasing responsibility to include serving as a Contracting Officer in the areas of Communications, Analysis and Research and Development where she was responsible for executing a myriad of major programs. Ms. Augustine previously oversaw the Agency's newly-formed CIO IT Acquisition Strategy function - a position that was created for the purpose of implementing innovative acquisition strategies for the CIA's information technology activities. She has also served on the Agency's Chief Operating Officer's Staff where she worked on numerous Agency policy issues and responded to Inspector General and Congressional inquiries on behalf of Agency senior management. Prior to becoming the CIA's Procurement Executive, Ms. Augustine served at the NRO responsible for multiple enterprise-level business operations providing services to NRO customers worldwide.Ms. Augustine graduated from George Mason University, with a B.S. in Business Administration, and received her MBA from American University. She is a member of the National Contract Management Association, and performs various external volunteer activities.

    Diane Dunshee -
    Director, Business Management and Acquisition and Senior Acquisition Executive, National Security Agency (NSA)

    Diane Dunshee is the Director of Business Management & Acquisition and the Senior Acquisition Executive (SAE) at the National Security Agency (NSA). She is responsible for all procurements, from physical fences to complex industry-leading systems, acquired as part of major acquisition programs. This averages over 19,000 procurement actions costing several billion dollars per year. Diane is responsible for delivering major acquisitions and ensuring the acquisition process is followed consistently and appropriately. She develops and maintains strategic relationships with acquisition stakeholders across NSA, the Department of Defense, and Intelligence Community. Diane also develops relationships with industry leaders, ensuring there is a healthy industrial base capable of meeting NSA’s unique needs.

  • Lori Ann Duvall-Jones
    Lori Ann Duvall-Jones -
    Deputy Director, Office of Acquisition Management, Central Intelligence Agency (CIA)

    Lori Ann Duvall-Jones currently serves as the Deputy Director of the Office of Acquisition Management, in the Directorate of Digital Innovation at CIA. She has served at CIA for over 16 years leading information technology development and Agency acquisitions. Prior to working at CIA, she worked in industry at both Boeing and Toyota Motor Credit Corporation. She has a Bachelor’s of Science in Business from Wright State University and a Master’s Degree in Management Information Systems from Bowie State University.

    John McNiff -
    VP & General Manager, Space Development Agency, Iridium

    At Microsoft Federal, John leads the Intelligence Operating Unit focused on delivery of Microsoft products and services to key national security customer vertical. Responsible for adoption of Azure cloud capabilities, Microsoft software, and consulting services for both enterprise and mission applications. Organizational scope includes sales, consulting services, solution architecture, service delivery, and program management. Previously he was Chief of Staff supporting the President of Microsoft Federal with operations, communications, customer engagement, risk, growth, and strategy. He is a key member of leadership team focused on serving US Government customers by providing Microsoft products and services that ensure the success of their missions. Over the course of his more than 30-year career, John has held numerous executive positions within the federal contracting industry including ManTech, where he served as SVP, Growth and Strategy for the company’s Mission, Cyber & Intelligence solutions. He also spent 16 years at Northrop Grumman, holding senior executive management positions in business development, program management, P&L operations, and corporate strategy. He began his career as an engineer and product manager for commercial telecommunication companies including GTE and Motorola Iridium, and has a BA in Philosophy from The College of William and Mary.

  • Judith Oxman

    Deputy Senior Acquisition Executive, Office of the Chief Financial Officer, Defense Intelligence Agency (DIA)

    Ms. Judith R. Oxman was appointed Deputy Senior Acquisition Executive on September 25, 2022 and provides acquisition and contract management guidance and expertise to the joint DIA Acquisition Enterprise. She supports the Senior Acquisition Executive in managing the delivery of new capabilities, leading acquisition and contracting process improvement across the Agency to include program and portfolio identification and structure, reporting, and governance across joint intelligence programs. Ms. Oxman previously served as Senior Acquisition Expert for Acquisition Planning, Policy and Integration, where she was responsible for assessing and assisting the development and implementation of acquisition and procurement policies, processes and technologies that support them. From September 2017 to November 2021, Ms. Oxman, as Senior Expert for Workforce Development, led the Finance and Acquisition Career Development Office advising the Career Field Manager (CFM) and Deputy CFM, furthering agency priorities via strategic alignment of career field members through training, experience, certifications, and career broadening opportunities. From August 2016 to September 2017, Ms. Oxman completed a joint duty rotation as the Chief, Acquisition Management & Corporate Investment, Office of Contract Services at the National Geospatial- Intelligence Agency, leading two operational contracting divisions and the contract policy division. Ms. Oxman’s DIA positions prior to her NGA assignment include serving as Chief, Acquisition Protocol & Audit Remediation; Task/Delivery Order Ombudsman; Deputy for Acquisition/Workforce Portfolio Management; Agency Competition Advocate; Deputy Acquisition Executive; and Head of the Virginia Contracting Activity. Ms. Oxman began her career awarding research and development contracts at Naval Regional Contracting Office Philadelphia, Newport Detachment. She served as contracting officer for aircraft avionics components at Naval Air Systems Command; as senior acquisition advisor for communications and lasers research and development programs at Space and Naval Warfare Systems Command; and as contracting officer for unclassified Defense Information Systems Network telecommunications and information technology at Defense Information Systems Agency, serving a worldwide customer base. Immediately preceding her 2005 move to DIA, she was a Department of Energy senior procurement analyst. Ms. Oxman holds a Master’s Degree in Business Management from Troy University and a Bachelor’s Degree in Business Management from the University of Maryland, Global Campus. The first graduate of the Information Resources Management College (IRMC), National Defense University e Government Leadership Program, she co-authored “Missing in Action: An Operational Definition of E-Government.” She holds a Chief Information Officer Certificate from IRMC, is certified in Program Management/ Advanced Tier, as a Contracting Professional, and as an e-Government Leader; she is also a Certified Professional Contracts Manager and a Senior Fellow of the Council for Excellence in Government.

    Senior Vice President, Mission Solutions Operation, Leidos

    Ms. Rhoads has over 25 years of servicing the Intelligence Community in various leadership capacities. She currently serves as the Senior Vice President for Mission Solutions Operation, Intelligence Group, where she is responsible for all mission and organizational commitments supporting the customer base. In her previous role as Chief Operating Officer for the Leidos Intel Group, Ms. Rhoads was responsible for driving execution and leading business rhythms to achieve customer and financial commitments. Prior to that, she served as Vice President for Intelligence Solutions, leading an organization that provided intelligence integration and analysis, portfolio and information management services, enterprise IT and modernization, strategy development, linguistics, and facilities analysis to various government customers. Ms. Rhoads has also held various Director positions for Lockheed Martin, Information Systems and Global Solutions, supporting multiple agencies in the Intelligence Community. In these roles, she was responsible for development and pull-through of products and capabilities to include space ground systems, deployed operations and logistics, facilities operations, specialty systems engineering, professional services, and human health & services. Ms. Rhoads also led organizations responsible for delivering a complete range of infrastructure and digital modernization solutions. Prior to that, Ms. Rhoads served as the Executive Officer to the Vice President of Lockheed Martin’s Engineering and Integration Group. She also held various Program Manager positions in which she was responsible for cost, schedule, and technical performance, and served as the primary interface to the customer for applicable areas. She began her career with Lockheed Martin in 1997 as a Systems Engineer/Integrator. Ms. Rhoads holds a Master of Business Administration degree with a concentration in Management of Global Information Technology from American University, as well as a Bachelor of Business Administration degree majoring in Economics and minoring in Criminal Justice from James Madison University. She is also Program Management Certified (PgMP) through the Project Management Institute.
