State Department Clears $1B FMS Deal for Kuwait Defense Ministry HQ Modernization

The State Department has approved a $1 billion foreign military sales request to procure services and equipment from the U.S. government for a project to modernize Kuwait’s defense ministry headquarters complex.

The U.S. Army Corps of Engineers will oversee life cycle design, construction, engineering, project management, facility and infrastructure assessments, surveys and other technical services once the proposed sale is implemented, the Defense Security Cooperation Agency said Tuesday.

DSCA has not yet determined a principal contractor to help carry out the work, but the agency noted that a competitive acquisition is likely to take place for Kuwait’s FMS case.

The Gulf nation plans to set up more than 20 facilities, including military and civilian leadership offices, on the future HQ complex site as the country’s defense ministry looks to boost its ability to meet threats.
