Commerce Adds 103 Russian, Chinese Entities to New Military End User List; Wilbur Ross Quoted

The Department of Commerce has named 103 Russian and Chinese companies to the new military end user list to inform exporters that a license will be required to export, transfer or reexport designated products to listed entities.

The new MEU list has been added by the bureau of industry and security as an amendment to the Export Administration Regulations and includes 45 Russian companies and 58 Chinese entities, the department said Monday.

“This action establishes a new process to designate military end users on the MEU List to assist exporters in screening their customers for military end users,” said Commerce Secretary Wilbur Ross.

Commerce was scheduled Tuesday, Dec. 22, to publish the MEU list in the Federal Register.

“The Department recognizes the importance of leveraging its partnerships with U.S. and global companies to combat efforts by China and Russia to divert U.S. technology for their destabilizing military programs, including by highlighting red flag indicators such as those related to Communist Chinese military companies identified by the Department of Defense,” Wilbur added.
