Frank Kelley, VP of Defense Acquisition University, to Speak at GovConWire’s BD Trends Forum

Frank Kelley, vice president of Defense Acquisition University (DAU), will serve as a speaker at GovConWire’s Business Development (BD) Trends Forum on Thursday, August 27th.

In his position with DAU, Kelley is responsible for aligning the university’s strategic plans to the goals of both the secretary of Defense and under secretary of Defense for Acquisition and Sustainment, while continuing to build the outstanding reputation of DAU as the Department of Defense (DoD) primary learning institution for acquisition. 

He also supervises the development and expansion of acquisition curriculum and learning opportunities and the delivery of those learning assets throughout the five DAU regional campuses, the Defense Systems Management College and the College of Contract Management. 

Prior to his assignment with DAU, Kelley served as the deputy assistant secretary of the Navy Unmanned Systems from Oct. 2015 to June 2018. In this capacity, he was the principal advisor to the assistant secretary of the Navy for Research, Development and Acquisition on matters relating to unmanned systems across land, sea and air.

Kelley recently discussed how contractors can earn work with the federal government. During his discussion, he analyzed how to produce new technology that the military can use for training.

“Games and simulations have evolved in their usage in military settings,” Kelley said. “Today the government looks to young tech start-ups, funding them to offer new ideas and uses of technology for military training.”

During the event, Shutt will dive into current Business Development (BD) trends, tips for securing contracts and Fiscal Year 2021 federal budget projections. Kelley will be joined by Stephanie Shutt, GSA director of Multiple Award Schedule Program Management Office. Do not miss out on this must see forum!
