GSA Green-Lights Small Biz Portion of Human Capital & Training GWAC Vehicle


The General Services Administration has issued a notice to proceed for the small-business portion of a potential $11.5 billion governmentwide acquisition contract vehicle meant to help agencies access customized human capital strategy, organizational performance, training and development support services.

Stephanie Kenitzer, a GSA community manager, writes in a blog entry posted Nov. 28 the agency reserved 37 small-business positions on the Human Capital and Training Solutions  contract.

She added the agency awarded 79 spots in the unrestricted track of the HCaTS procurement vehicle.

The agency announced 109 winning vendors for the HCaTS and HCaTS SB contracts in May and issued a notice to proceed for the unrestricted portion of the vehicle in September.

GSA created HCaTS in partnership with the Office of Personnel Management‘s Training and Management Assistance Program, which supports a strategic movement to optimize human capital transactions across the government.
