Sapp served as an officer in the U.S. Air Force and held government leadership roles in acquisition, business, finance and program management.

In 2007 she held the post of Deputy Under Secretary of Defense (Portfolio, Programs and Resources), Office of the Under Secretary of Defense for Intelligence, in 2009 was the Principal Deputy Director of the NRO, and in 2012 was appointed Director, NRO.
