James Fraser

ManTech International Corp. (NASDAQ: MANT) has appointed James Fraser director of its governmentwide acquisition contract center, the company announced Monday.

The company recently formed the GWAC center, said Louis Addeo, president and chief operating officer of the technical services group.

Fraser will leverage the center for the company to work with government clients through GWAC vehicles, indefinite delivery/indefinite quantity contracts and General Services Administration schedule vehicles.

Before joining ManTech, Fraser served as vice president for CGI Federal’s (NYSE: GIB) GWAC solution center and small business program.

He also held leadership positions in GWAC management and environmental services at companies such as Computer Sciences Corp. (NYSE: CSC) EDS, Dynamac, DynCorp International and others.

Two other contracting firms, Indus Corp. and American Systems, have also appointed executives to focus on pursuing business opportunities on GWAC and IDIQ vehicles.

Esther Burgess will serve as a VP at Indus and leverage that company’s positions on GWACs and IDIQs for growth in the federal information technology sector.

At American Systems, Ruth Bowers will lead that company’s IDIQ services center, lead proposal development and lead efforts to identify opportunities through IDIQ vehicles.
