Kurt DelBene, who left Microsoft (NASDAQ: MSFT) in 2013 after he led its Office division, has returned to the company to serve as executive vice president for corporate strategy and planning.

He will report directly to CEO Satya Nadella and be responsible for helping identify investment opportunities in the technology and engineering markets, Microsoft said Monday.

“Kurt brings extensive background in business strategy, engineering and customer solutions, as well as a proven track record of delivering strong results in complex environments, ” said Nadella.

DelBene previously worked as senior adviser at the Department of Health and Human Services and led technical efforts to fix the federally run health insurance exchange site Healthcare.gov.

He held a partner role at Madrona Venture Group before he rejoined Microsoft.
