Randy Fuerst, chief operating officer at Oceus Networks, has been promoted to president and will continue as COO at the Reston, Va.-based broadband networking firm.

Jeff Harman, a former senior vice president and operating group manager for CACI International (NYSE: CACI), has joined the company as SVP and general manager of the Defense Department solutions business group, Oceus said Wednesday.

Fuerst, who joined Oceus in September 2011 after serving as CACI’s COO, oversees engineering, product development, delivery operations, marketing and sales and business development at Oceus.

The 30-year industry veteran oversaw mobility pilots across the Defense Department and the company is expanding those pilots into other federal agencies, Oceus says.

While at CACI, he managed business totaling more than $200 in annual revenue with the Department of Homeland Security, the Defense Information Systems Agency, the U.S. Navy and U.S. combatant commands.
