The company said he will design and implement the company’s strategy to grow business in the distribution arena for electric operations, customer operations and business process outsourcing.

From 1996 to 2007, he served as chief operating officer at the Long Island Power Authority, which serves more than one million customers and generates $3 billion in annual revenue, according to ICF.

“Seth Hulkower brings to ICF deep expertise and experience in all facets of the electric distribution business as well as an extensive network of related industry participants both inside and outside of the United States, ” said Sergio Ostria, an executive VP.

Immediately before joining ICF, Hulkower served as president of consultant Strategic Energy Advisors, which focused focused on regulatory and technology challenges business face in the energy market.

ICF said his previous executive positions encompass electric utility operations and management, project development, power pool operations, power contract negotiations, utility regulation and power plant design and construction.

In May, the company named Abt Associates veteran Elaine Haemisegger to serve as VP for energy, environment and infrastructure with responsibility for environmental planning.
